Model 11.5: ANP BOCR - Evaluating regionalization alternatives for stormwater and sewer systems in Allegheny County

Short Description

In this model – using an Analytic Hierarchy Process (AHP: Saaty 1988) and Analytic Network Process (ANP: Saaty 2001) model implemented in SuperDecisions software, version 2.2.3 – we evaluate the benefits, opportunities, costs, and risks of four alternative future paths for the communities served by the sewer and stormwater infrastructure in the Allegheny County Sanitary Authority (ALCOSAN) service area. We first briefly introduce a few of the most pertinent characteristics of the ALCOSAN service area along with some of the key issues facing the region, followed by presentation of our modeling approach, results, strengths, and limitations.
